Responsibilities:

  • The Assessor’s office is primarily responsible for preparing the Town’s Grand List. The Grand List is generated each year as of October 1st and is a record of all taxable and tax exempt property including real estate, personal property and motor vehicles.
  • Motor Vehicle values are obtained by using National Auto Dealers’ Association/JD Power Valuation Services “clean retail” values published each year.  If a value cannot be obtained in these NADA guides, pricing is based on current market values using best available information.
  • Personal Property is typically business property and is priced based on cost new and then depreciated on a standardized schedule. Unregistered vehicles and campers/RV's seasonally located in Lisbon are also valued on the Personal Property Grand List using the same valuation guidelines as Motor Vehicles.
  • Real Estate values are determined during a revaluation which must be done every 5 years per CT State Statutes. The last revaluation was conducted for October 1st, 2016.  The next will be based on real estate values of 2020 and 2021 and completed for October 1st, 2021.

Property record cards since the 2011 revaluation are kept in the Assessor’s office and are available to the public during office hours.  Copies can be made for a fee paid to the Town Clerk’s office.

Current assessment information is available 24/7 online at gis.vgsi.com/LisbonCT/ and can be printed remotely.  Photos and sketches are updated periodically as deemed necessary by the Assessor’s office.  All other information is updated weekly.  If you are a homeowner and would like to submit a newer photo of your property, please email the photo to assessor@lisbonct.com with your address in the subject line of the email.

Tax maps are in the process of being updated and are not currently available online. 

The Southeastern Connecticut Council of Governments allows access to their GIS maps at https://seccog.org/gis-viewerHowever, these SHOULD NOT be relied upon for legal matters as Lisbon parcels have not been updated in some time. To ensure the highest level of accuracy, it is advised that survey maps and other documents be reviewed in person during office hours in the Town Clerk and Assessor’s Offices.

Income and Expense Report

Connecticut General Statute 12-63c requires all owners of properties taht are rented or leased, including commercial, retail, industrial and residential properties, except "such property used for residential purposes, containing not more than six dwelling units and in which the owner resides", to annually file this report on or before June 1st. If a non-residential property is partially rented and partially owner-occupied this report must be filed. If your property is 100% owner-occupied, please report only the income or expense items associated with occupancy of the building and land. Any owner of rental real property who fails to file this form or files an incomplete or false form with intent to defraud, shall be subject to a statutory penalty assesmentequal to a Ten Percent (10%) increase in the assessed value of such property. Tax Relief Programs & Exemptions:

Veteran’s Exemptions

Honorable Discharge paperwork (DD214 or equivalent) must be on file in the Town Clerk’s office before Oct. 1st to receive an exemption on your property applied to the next July’s tax billing cycle. The filing is a one-time only requirement and the exemption will be applied every assessment year after the initial filing if approved based on dates of service and condition of discharge. Veteran’s benefits will extend to surviving spouses with the submission of the Spousal Benefit Continuation Request form available HERE

Disabled Veterans Exemption

Veterans with a disability rating from the VA may be entitled to a higher exemption.  Please bring your VA disability rating letter to the Assessor’s office for review each time your disability rating is increased.

Additional Veterans Program

The Veteran must be over 65 or totally disabled to receive an additional exemption.  This program is income qualifying and proof of income is required by the State every two years to have benefits continue.   Applications are available Feb. 1st through Oct. 1st annually at the Assessor’s Office.  Please contact the Assessor’s office for current qualifying income limits and documentation needed to file.  The application is available HERE

Homeowner's Tax Relief

Homeowners must be over 65 or totally disabled and live in the home to qualify.  This program is income qualifying and proof of income is required by the State every two years to have benefits continue.   Applications are available Feb. 1st through May 15th annually at the Assessor’s Office.  Please contact the Assessor’s office for current qualifying income limits and documentation needed to file.  The application is available HERE

Renter's Rebate

Renters who are over 65 or totally disabled and meet income guidelines may qualify for rent relief. The program opens on May 15th and closes on Sept. 15th annually.  This program is income qualifying and proof of income and certain expenses are required by the State annually.  Please contact the Assessor’s office for current qualifying income limits and documentation needed to file. Totally Disabled Exemption

Proof of total disability under Social Security or under any Federal, State, or local Government (to be determined by the Secretary of Policy & Management) is required.  Once established, this exemption carries over annually without the need to reapply.  The application is available HERE

Blind Persons Exemption

A State of CT certificate of legal blindness must be filed with the Assessor’s office to qualify for this exemption.  Once established, this exemption carries over annually without the need to reapply.

Active Duty Military Vehicle Exemptions

Connecticut residents who are active military are eligible to receive a tax exemption on one vehicle.  The required form is available HERE

Out of state military based in Connecticut are entitled to an exemption on all vehicles registered in CT.  Please note that there is a different form for leased vehicles where taxes are billed to the leasing company.  Both forms are available HERE

Tax Exempt Organizations

To apply for an exemption on Real Estate and/or Personal Property, a completed and properly executed M3 Tax Exempt Application must be received on or before November 1st for the next Grand List year.  To continue said exemption, the M3 must be filed every four years.  An additional report must be filed in any assessment year that is not a required filing year when seeking exemption for property acquired or previously not exempt.  The application is found HERE
